Task 19: Establish Implementation Teams

Assemble project implementation team

The sustainability coordinator assembles and leads an implementation team made up of the project decision makers — core team development managers, key prime consultants and key planning and engineering representatives from the municipality. Ideally, these individuals are the key stakeholders who were involved throughout the charrette. It is imperative that they meet on a regular basis to address project needs.

Depending upon the nature and scope of the project, implementation occurs at a number of scales: the neighbourhood, the site, the parcel, and the building. The implementation team is responsible for ensuring that the integrated design teams tasked with the detailed design and engineering remain true to the project mission, vision and goals set forth in the SuNliving Implementation Manual.

 

Establish municipal sustainable neighbourhood review committee

The SuNliving Implementation Manual provides the sustainable neighbourhood lens that can be applied to the municipality’s traditional approval process. To facilitate the application of the traditional process to a sustainable neighbourhood development, it is recommended that the municipality create a sustainable neighbourhood review committee. The intent of this committee is to review and make recommendations on applications submitted for development and building approvals. It is recommended that the sustainability coordinator advise the key municipal stakeholders on the make-up of the design review committee. It is important to ensure that the committee comprises individuals ultimately responsible for signing-off on development and building permits.

From the core team’s perspective, establishing this committee facilitates and expedites the approval and permitting process. The committee can identify the appropriate documentation for submission and a timeline for the review and approval process. Their guidance ensures consistency with the SuNliving Implementation Manual and other relevant documents, plans, bylaws and charrette outcomes applicable to the project. From the municipal perspective, having committed to the proposed sustainable neighbourhood development, they will want to ensure that the decisions agreed to by all stakeholders and detailed in the SuNliving Implementation Manual are applied as intended.
